The type of stone used is not a good indicator anymore, since many artists are no longer collecting their own stone locally. As a collector, I agree that this is probably Inuit, and I don't see any warning signs that it might be a derivative piece. But without being able to identify the artist, and lacking any of the official labels used for Canadian Inuit art, I don't think this can be marketed or described as Inuit. To add, some are signed via sticker , some with scratched in info and some with both.
I have a large bear which I believe has both. It's in a box Without the label for Canadian Inuit art as seen on the similar example then the only way to authenticate this would be to identify the artist and confirm that it is consistent with their other known works, as far as I know.
Relatively few carvings bear the Igloo label. Most but not all are sold with a separate Igloo Tag certificate. If the tags are lost the sculptures do not become worthless, they are just harder to identify. This looks very much like the work of Turaq Ragee from Cape Dorset but a better photo of the base would obviously be the best way to identify the artist.
